The CIP Briefing isn’t written by a Beltway bureaucrat or a theoretical analyst. It's written by a veteran who has actually stood the watch. My foundation was forged on active duty as a U.S. Navy Seabee Utilitiesman (NMCB-4), providing operational leadership within a critical infrastructure environment and field water treatment across global deployments. Building on that military bedrock and a subsequent 14-year career in Law Enforcement, I transitioned my tactical expertise into a 23-year career with the Portland Water Bureau.
As Senior Lead Ranger, I coordinated front-line security operations for one of the nation’s most complex critical infrastructure assets: the Bull Run Watershed. My operational perimeter spanned from high-density urban pump stations and reservoirs to hundreds of square miles of rugged federal land, dams, and wilderness infrastructure.
From overseeing dispatch and commanding patrols to navigating the grueling administrative requirements of federal and city oversight, I have executed the mission at every level. I founded Reinforcefy LLC to weaponize that lifetime of experience for small-to-mid-market utility managers.
